The Board

The Bay Consortium Workforce Development Board (BCWDB) brings together sixteen jurisdictions across Virginia to provide a forum to assure that workforce training and employment initiatives meet the economic development and business needs of each local area. The board is committed to ensuring that resources are leveraged and expended efficiently and effectively, and our leadership is united in making sure that our workforce system is demand driven, locally based, and meets the needs of employers and individuals.

What does it take to be a board member?

Membership to the Board is by appointment by local elected officials to guide and oversee employment and training. Membership includes representatives from private businesses, education, organized labor, community-based organizations, economic development authorities, and public employment services. The board must maintain a majority of representatives from private business. Workforce board members should be individuals who are actively involved, energetic, and interested in all aspects of workforce development. Executive Committee Overview

Our Executive Committee is made up of the leaders from each committee and the LWDB Officers. Their role is to shape our legislative direction, guide our budgeting for workforce development, smooth out any differences between committee recommendations, and tackle issues outside specific committee scopes. They also approve items for the LWDB agenda before meetings.

Business and Workforce Services Committee

The Business and Workforce Services Committee (BWSC) works with business and industry to identify their workforce needs and provide oversight for training programs and contractors. The BWSC oversees the distribution of labor market information; develops strategies to address short and long-term requirements for skills; makes recommendations to the Board regarding funding and service priorities; oversees the One-Stop Delivery System; and directs strategies for building a comprehensive, regional system for career pathways and retraining. The BWSC makes recommendations to the Board for funding and program priorities, as well as, identifies opportunities for collaboration and leveraging of resources. The BWSC provides strategic direction and oversight for Business Services provided in the Workforce Development Area by assisting with defining performance metrics of Business Services. The BWSC develops the Business Services Plan for the Workforce Development Area.

Operations and Performance Committee

The Operations and Performance Committee (OPC) provides information and assists with the operations of the One-Stop Delivery System. The OPC provides information, assists with planning, and operational issues to the delivery of Youth, Adult, and Dislocated Worker Services. The OPC provides programmatic and operational oversight and recommends programs and policy. The OPC assists with the MOU and Center Certification Process. The OPC provides guidance relating to the provision of services to ensure equal access to everyone.

Policy and Strategic Planning Committee

The Policy and Strategic Planning Committee (PSPC) will articulate the Board’s vision and goals for the region’s Workforce Development System, a coordinated approach to workforce development that builds connectivity between employers, education, employees, and job seekers. The PSPC provides guidance and best practices to ensure the education, employers, and job seekers needs are satisfied. The PSPC provides analysis of economic and workforce development activities regarding any targeted populations. The PSPC provides coordination with regional and local Economic Development Plan. The PSPC develops goals for the workforce system and evaluated organization and community performance related to strategic objectives. The PSPC provides guidance and oversight of the development of polices to support equity and evaluate the effectiveness of ongoing efforts.

Communications Committee

The Communications Committee (CC) oversees the development and implementation of communications for the Board and the Workforce Development System to bring awareness of the resources provided to employers, job seekers, and stakeholders. The CC provides assistance with development of a Communications Plan for Board and Workforce Development System.

Nomination & Selection Process: We periodically seek nominations from our service territory to appoint new members or fill vacancies. Whether from the private sector, education, business organizations, or labor representatives, nominations can come from relevant organizations or even self-nominations. We are looking for individuals with a commitment to driving workforce development in high-demand sectors like Healthcare, IT, and Manufacturing, as well as education and labor representatives with a strong connection to our communities.

Private sector leaders, educational entities, and labor representatives are chosen through a collaborative nomination process, ensuring a board that represents our diverse economic and educational landscape. Additionally, we welcome members representing community organizations and economic development entities to bring a broad perspective to our board.
